Maybe I'm blind or just dumb as hell. The appendices are not clear about using pistol lights rendered as frame weights in LIMITED and CARRY OPTIC division.

Exactly, in which division is it allowed, if it is at all allowed.

Is it allowed?

PCC and Open, yes.
Every other division, no.

Flashlight rendered as a frame weight meaning the flashlight is not operable.

Whether the flashlight is operative or not is a mute point.  No flashlight.

My advice is shoot open.  Have never shot any other division because I like as little nanny rules as possible.

Bob Vogel shot limited major last year (2018) summer using a flashlight as a frame weight so either you all are misinformed or the rules have changed this year.

A frame weight can be used in limited.    A light that is no longer a light (bulb or electronics removed, battery compartment filled with lead shot) is ok, a la Vogal
I'll try to track down the published ruling on that.

A frame weight can not be used in CO
