I would say the ATV rider was going too fast, he didn't have control of his vehicle.
If riding a ATV was illegal on the road then its was another case of poor life decisions by that ATV rider.
Odds are the first one was buying the ATV.

ATV dude was going pretty fast on a path with pedestrians and bikes. If he couldn't stop in time for a police cruiser do you think he could have stopped in time for a person walking with a stroller?

Well, he was operating in a manner and a speed that endangered others.

If there were kids, bikes, etc., the ATV rider was operating at a speed he could not stop for them either. While I agree the line is pretty cheesy, the ATV rider's inability to stop for a hazard shows he was operating at an unsafe speed. He was also operating where he wasn't legally allowed to.

I bet the rider has a nice history of running, like most of the urban operators do.

No kidding. I don't care if you're in a cop car or if the ATV was speeding, that was wreckless and stupid  ATV rider didn't even have time to react, no time to even pull over for a stop.  

Only way this should be allowed is if he was being chased by another cop and lights and sirens were activated.  Even then, they have some responsibility to block them in a manner that won't cause grave bodily harm or death.

We have a couple of thousand of miles of ATV/UTV/snow machine trails UP here.

You're not really having a good time until a deer steps out from the trail 40 feet in front of your on-coming ATV and doesn't move.

Deer have no concept of speeding ATV/UTV/cars being dangerous.

Not enough considering that ATV rider was probably doing 50+.  If he could not see and slow down fast enough to not hit a police cruiser with it's lights on do you really think he would have been able to see and slow down fast enough for the person walking with the stroller?

He deliberately waited until the last few moments to cut him off and cause the accident.

Having ridden quads, yes, no doubt he could have slowed down.  Dude was already on the brakes when he turned the corner.  No doubt in my mind he could have stopped before the pedestrians.  He also would have had a whole other lane to use if he couldn't.  But the cop cut him off and wrecked him, giving him no chance at not crashing into him.

You have to remember that this fisheye lens makes that turn look far away, but in reality it's pretty close.

He had plenty of time to stop if he was driving at reasonable speed.  These sideshow bikers and ATVers think they own the road.  He just owned a hospital bill.
