Maybe it was Kansas. Seems like it is against state law to ban people from having a firearm in their vehicle. Maybe different if it is in a parking garage?

Friend of a friend. Altercation outside work made it known they were on the way to work with a handgun.

He's good to go, but he might want to alert local PD of the threat, and also retain any written or recorded version of the threat and when he contacted LE/who he spoke to/etc.
