So if Trump were to get back in and do the same thing he did before, he might have to face litigation and as we know, each president gets about 4,000 new political appointees. The only point of real debate is how much regulatory capture there is. That's when you have people going back and forth between enormous multinational corporations and the bureaucracies intended to regulate them.
