Have you tried a different monitor cable? You changed the monitor and video card but didn't mention a different cable.

Did you try a different slot on the motherboard for the card?

Did you try to update the video card drivers?

Did you update the monitor driver?

Did you try to remove the drivers and use the generic drivers available in the OS?

That's all I've got to recommend... other than "Dude, get a Dell!" or get a Mac... just kidding.

Flickering input then the display shutting off leads me towards a power issue... either on the card (which you changed out) or the power supplying the slot...

Reseat the video card. Make sure if it requires a power connector you reseat that connection.

Leave the monitor on, turn the system off wait a few minutes then turn the computer on. Does the monitor come on or stay in standby?

did this one already, monitor gets signal but comes up to brightness slowly while flilckering the flicker will slow until screen is solid then monitor will go black monitor power stays on though IE does not enter standby mode. this is regardless of cable monitor or video card

I'd try moving the whole setup to a different circuit in your house.

"Changed the monitor" does that include the monitor power cable, and any "wall wart" boxes?

Swapped out any power strip you might be using yet?

Also, your symptoms sound a lot like you are getting electronic spill over onto your data loop for the display. So; put the case cover back on and screw it in properly. Make sure you don't have wall warts and data cables close together, move power cables away from data cables, move the computer setup farther from the wall (there might be a junction box on the other side of it, breaker panel, etc.).

Turn off your air conditioner, any fans, cooking processes and any nearby fridge. See if it's different.

That sounds like the backlight is going out on your monitor

Do the monitors work normally hooked up to a third machine?

Are you using an adapter for your video card to the VGA or DVi cable?

Have you checked to see if any pins are bent
