Looks like the old light machinegun uppers. I'd guess the collar is for a bipod.

Yep, but that model doesn't have the weird handguards or front carry handle.

The seller has no clue what it is. He's talking about "high polish blue finishes" on commercial sale rifles. Something just seems off about it.

These uppers are the MilSpec finish not the high polished civilian blue finish which Colt uses for civilian guns. This is the finish the military gets when they order guns
