If you were building a dedicated 22 Upper what is the most consistent accurate parts/methods?

A CMMG Upper with a Clint Beyer Barrel.. Period....
This is an upper I built but you can have CMMG build
one that will do this well using their parts with Clint's Barrel...

Do they still offer that option? Its not on their website I see?

Is the only way to purchase this as a preassembled upper? What if I am building off a upper I already have?

I hadn't heard that it had been dropped. A call or E-Mail to CMMG or to Clint would give you a quick answer

Purchase a cmmg 22 kit with the dedicated collar and give clint a call and you will have what you need.
Beyer barrels
Cmmg will not have the option to purchase a kit with a collar on the website but you can call them and ask
for any of the kits you like to come with the collar and they will mail it to you that way.

The web page isn't easy to navigate. If you look close, you may find it.... but they just point you to Clint.

By the way, more or less, you can have a custom match bbl with a Bentz chamber added to a CMMG upper by a number of good AR gunsmiths.
Nothing wrong with Clint's work, but you can have that done by other smiths too.

Bchance, you are fortunate to have available to you super knowledge pertaining to the AR in rimfire. Here
in this forum you have Dave S, Dave N, John, Red, Frog, and now Tim (of Nordic fame) - as well as others that represent
decades of experience.

My take on your question is that there are only two economical sollutions available to you as far as "accurate" barrels go.
Spec gave you the Beyer connection, which is great and lightweight. Then there is Lothar Walther from which you can
order a barrel blank and have a gunsmith, like our own Redtazdog, profile it for you. The LW SS barrels shoot well and last
an incredibly long time in their "sweet spot." I've won more than a few matches with their barrels. They will not break the bank.

For absolute reliability of the action's function, I'm going to say the Nordic/DPMS BGC based on the Ruger 10/22 action runs best
with the least "tweaking." I've seen both in action and they run very well, however, both makes are crippled because of their barrels.
Nordic uses (or used) Green Mt. barrels, while DPMS uses a similar, if not the same, barrel. I do not consider Green Mountain to be
of competition quality. But heck, they are 1 to 1.5 MOA GTG, so maybe you'll like them.

Of the rest of the makers, I have a fondness for CMMG because they are constantly moving the rimfire AR technology forward.
They of course, offer things no other maker have, like BHOA, FWD Assist, and the world's best magazines. So you do have
options that two short decades ago we could only dream of.

Ted once more shares words of wisdom. When one starts asking for Max Accuracy from their .22 AR I always wonder just how much money they really want to spend. None of the "standard" .22 AR's shoots badly given the right ammo in them. I have four or five different uppers from a couple of different makers and find that when I spend a little time and effort and find their favorite ammo (like CCI Std. Vel or Blazer–– not some high dollar special target stuff) that they will all shoot as well or better than I can. Of course, pricey ammo will improve them even more but its that old "law of diminishing returns that kicks in. To shoot just a little bit better you are going to spend way more money.

So, I think we have to ask ourselves just what we really expect or need out of such a rifle and then set a budget on what we want to spend. As Ted pointed out we are blessed with lots of great choices that just didn't exist a couple of years back. Personally I thing if you go with any of the rifles Ted mentioned and use proper ammo you will find you have a nice shooting firearm. If you want a match quality rifle just remember the trigger choices will limit you on this platform compared to some of the other rifles out there. The AR was built to be a center-fire and when converting it to .22 there will be some areas of compromise. For me the trigger has become the limiting factor. But to be fair, my .22 ARs have no problems shooting some darn good groups considering they are actually "mutts" made of a mish-mash of various parts that were thrown together and expected to work OK together. All things considered they all shoot pretty good.
