I would think any gunsmith with a good selection of reamers could handle the job.

If you remove the anodizing it will wear the takedown holes.
Lap the pins to fit if you must, but I would just go the oring method or
Clean lower with brake cleaner, spray upper aft lug with way (one shot or any sizing wax) or wax it with somthing else car polish.
add a dab of epoxy (very small dab) on the lower where the upper lug will connect
close lower but keep a piece of paper in between the upper lower near the back
let cure, remove paper and squeeeze them together.
The upper lower will be tighter than a nun in a habit.
gmtech, I would follow TaylorWSO's advise. The loose fit does not effect accuracy of the rifle. There are several ways to tighten the fit. A set screw through the lower works well, several high end builders do this with their lowers. A quick fix is a strip of black electrical tape between both sides of the upper and lower then trim the edges to fit.
With the smaller AR15 up to .020 gap is considered acceptable.
