OD Dye make and procedure

I don't know where to ask this question- Please move to the correct section:
How and what type of dye do I use to go from black colored fabric to the
OD color
Do I have to bleach out the black first then re dye
The product in question is a MP5 mag carrier and thigh rig that is black,
with plastic buckles from Condor!
