i asked the ATF if i can reactivate a demilled 203 and they said that it has to be done by a SOT on a form 2. i thought i could do it on a form 1, so who can i get to do this for me?
can i do all the welding myself and have then do just the Form 2 and ATF stuff or what? i have given the 40mm barrel and parts to a friend to hold on to till i get the paperwork done so i'm not in possession of a DD.

If you want to build a M203 from scratch using the parts kit in your hand, you can do that on a form 1. You just need to engrave your info. And when filing the form 1, do not check the 'restoring a deactivated firearm' box.
In a similar situation now and got a thorough explanation from ATF. If it was a DD and has been demilled, it is scrap metal and not a DD nor a gun.

if i go the SOT with a F2 way will they engrave their info into it or will the only markings be the Colt M203?

The SOT has to engrave his info on it.
i got it from a guy in FL, he had a few of them 2 years back. it has a band saw cut in the middle and i think he said something about these being sold to Israel or something. he is a manufacturer as well so this might have been one of his that he just wanted to get rid of, he was JRWs original partner from the 80's into the 90's so i'm not too sure of the origin. i'm getting my LLC together so i can reweld it, had a buddies 37mm barrel on it to line it up and it won't be too hard to have back in working order.
