I just bought a NIB carbine and went to the range to sight it on and such. The rifle shoots high and right with the rear sight all the way left. Anyone else have this problem? I gathered from the forum that the rear sight sucks, but could it make that much difference? I have my Eotech on it for now, but id like to know whats going on with the irons too. Also, is that set screw that goes in under the front sight base there to hold the fake can in there?

Yes that hole in the bottom of th front sight post should be for a set screw to hold the fake can in place.
i agree with cetmeMI, that post is great to start with for rear sights.
but, on your front sight you should have gotten some pieces of plactic with your gun that are replacement front sights. they are different sizes in height. so if your shooting high, get the piece that taller than the one currently in your gun and replace it with the taller one try each of them untill you fine that sweet spot that works for you. If you cant get it just right and exact. Find one that gets you shooting a lit bit high, and take a small fine grain file to the plastic sight and shave off a little at a time untill your center mass. thats what i had to do to mine.none of them fit perfictly for bullseye so i made it work and my iron sights are dead on at 50yds. try it out if you need any help let me know.
