Stocked AR Lowers Log In???

How should I log in AR lowers that come to me with a stock already attached, rifle or receiver???

This is a complete lower receiver? I seem to recall a thread a while ago where it was stated that a complete lower with attached stock had to be listed as a rifle.

I would think if it comes in with a stock on it, it would be a rifle. I thought the rule was if it has a stock, its a rifle and can't be anything else?
