Receiving a rifle and swapping parts
I know that no form is needed to return the gun to the FFL it was purchased from, but what is the procedure for sending in a rifle to an 07 who was not the seller? Cant seem to find the answer this morning on their website.
This is the way I understand the law: Within your own State of residence you can do a face to face transfer to the 07. You cannot mail it, but you can F2F transfer to a local dealer who can mail it to the 07 no matter what State he is in. (As long as it is a legal firearm in that State.)

Are you asking if you can ship a gun for repair and have it returned directly to you without having to complete a 4473 & NICS? If so, YES you can.
The proceduure is: Box up the gun, pay the fee, ship gun, wait.

Yes that is what I am asking, but the 07 was not the original seller.
Does the 07 need to do anything as far as log it in, include it on the manufacturing report, etc?

Thanks for correcting me, but to be clear the OP is not talking about sending it to the "manufacturer," he is talking about sending it to a random 07 FFL.
OP: Do as you wish - but in my "opinion" you are not allowed to do as you suggested in your original post. (That is, you are not allowed to send your firearm off via common carrier to an 07 FFL that was
not the original manufacturer for "alteration or repair" and expect to have it returned directly to you via common carrier.) If the 07 FFL you are planning to use is in your current state of residence then you can deliver it F2F and pick it back up without a NICS check, I believe.

Anyone may ship a firearm directly to any FFL, anywhere in the United States. Dealer/mfg/importer does not matter.
An FFL who received a firearm from a non-licensee may return that firearm directly to the non-licensee anywhere in the United States, without using another FFL, provided it wasn't received from the non-licensee as part of a sale or consignment.

And, just how do you think ADCO goes about receiving firearms from customers for barrel threading or permanent attachment of muzzle devices? You've been here 8 years and still don't understand that basic process?
