I have a buddy who just got on a small PD here in Ohio. The dept. has four of the old military DRMO surplus M-16's. One of the rifles has a crack on the lower receiver (completely all the way through big enough to push your fingernail into) where the receiver extension screw in. No pics, he said its unserviceable so that's good enough for me. Not a lot of "gun guys" on the dept. and apparently its been sidelined for awhile and forgotten about.
What is the procedure to get a new lower to replace it ? I was reading this thread and if I read it right, they will need to get a new lower with letterhead, transfer / replace the parts and have the broken one destroyed per ATF regs ?

If it's DRMO, it does not belong to the department, it still belongs to the feds, which retained ownership of all the M16s it "loaned" out to LE. The department should contact DRMO, ask for a replacement, and arrange to return the damaged receiver to them.

Thanks for the replies. I had no idea how the DRMO thing works, you learn something new everyday.

I have passed the info along, they are going to make the calls to get it taken care of.

they loan them to the pd they pd has to give them back if requsted
