 is this upper ok to have ?

my friend is looking to build his first AR. he doesnt have any lower parts but a shop local is having a sale on this upper. its a 14.5". can he take that flash hider off and put one on that makes it a legal 16"? and he has to have it pinned correct? I told him I knew he couldnt have an upper anywhere near him cause there would be intent, but i didnt know if he could get a complete 14.5" upper and take the FH off and put a longer one on.

This is a sweet, complete upper including bolt assembly - ready to rock and roll, just add lower.

The barrel length is 14.5" and the flash hider that comes with it probably will reach the 16" marker, however he'll need to pin it as you know. He could just get the 16" upper and not worry about it, and in my opinion, spending that much on an upper that has to be pinned for his purposes doesn't make sense over just getting the 16" as the 16" isn't that much of a difference.

hes pretty set on this RRA or (worse case) the 16" versoin. but he was wondering about the 14.5" version and since i dont know, i told him id ask on here.

The link you listed is for an Adam Arms EVO not RRA. He can have the SBR upper shipped right to his door but to be safe he should not have a lower receiver unless it is registered and built as a pistol until he has the upper pinned.

There's no such thing as registration in Arizona for pistols. A stripped lower would be transferred neither a rifle or pistol but "Other" on the 4473. He can build it as a pistol or get the flash hider pinned and build as a rifle. As long as there's no buttstock laying around, he's good to go.

I tried to convince him to just get the 16" cause that will save time/headache/money.
