Say I've got an 11.5" AR SBR. What If I want to buy a .22 conversion kit for it. My form 1 papers were specific about a caliber and I put 5.56. Soooo....Problem?

Is this a permanent change or just for the range and fun?

I believe if you will still be in possesion of the other upper then you are ffine
I the .22 will be the only upper for the sbr just inform the atf in writing of the change

If this is bad info someone jump in.. i assume a caliber change
would be the same as a barrel length change

The registered part of an SBR is the lower...you can put any upper on the SBR lower and be legal.

Yes but the atf requests notification of permanent changes
Its not required but still i would just to not give them a reason
To hassle you

I've got 3 uppers for my registered lower. They're not going to hassle you about a 22 conversion kit. Just want to know you've got your stamp.

Yep, no need to notify ATF.

As for "permanent changes", this term is used for notification in exactly the same manner as it is for compliance; a physical modification that is either irreversible or very difficult to reverse due to complexity of work. Selling the upper pertaining to the Form 1 or 4 does not qualify as a permanent change since it is not a modification and it can easily reversed on a whim anyway. "Permanent changes" worthy of ATF notification are the cutting of a fixed barrel or the reaming of a chamber to accommodate a new caliber. The swapping of upper receivers on an AR or any other modular firearm, thus changing barrel length and/or caliber, is not a permanent change under any circumstances, so don't bother NFA Branch with such triviality.
