Just a "devils advocate" type question, but wouldn't buying a quantity of something expressly for the purpose of reselling it on the EE at a profit make him a dealer?

How would you prove it ? They would have to have a fairly long track record of doing it and if the items vary there is no recurring stock issue. Its like the guys from NY and the other ban States. Some of them buy pre ban AR's to re sell. I do not condone it but it would be pretty much un enforceable issue.

You should hear their pissing and moaning when you are not willing to sell them mags for less than $10 each for them to resale at $30 each!
