 CT's Assault Weapons Certificate

Back in around 1994 we here in CT had to registar our "assault weapons" and obtain a certificate for each weapon on the "list".

My question is, I am selling one of these registared weapons to an out of state FFL dealer who can obtain this, let's call it an original HK 91 (but it's not), what happens to the CERTIFICATE?

I would imagine that since it was only a requirement of our state, that it could be destroyed or filed with your paperwork that has the info about the sale to the FFL. I know I keep a file on any firearm that I sell to anyone along with all the data in case any of them comes back to try to bite me. That form would be meaningless to the buyer and CT just issued those "certificates" one time and I'm sure doesn't want them back if you sell the firearm. Just my opinion, however, but seems logical and you know what that means!

I wouldn't ever get rid of the certificate, it may be the only record that the firearms was registered properly before you sold. You can't always assume the states records are 100% accurate.

According to Sec. 53-202d, you are supposed to fill out a transfer form when you transfer an evil assault weapon to a dealer. It doesn't specify whether the dealer in in-state or out-of-state. Here's the text:

(c) If an owner of an assault weapon sells or transfers the weapon to a licensed gun dealer, he shall, at the time of delivery of the weapon, execute a certificate of transfer and cause the certificate to be mailed or delivered to the Commissioner of Public Safety. The certificate shall contain: (1) The date of sale or transfer; (2) the name and address of the seller or transferor and the licensed gun dealer, their Social Security numbers or motor vehicle operator license numbers, if applicable; (3) the licensed gun dealer's federal firearms license number and seller's permit number; (4) a description of the weapon, including the caliber of the weapon and its make, model and serial number; and (5) any other information the commissioner prescribes. The licensed gun dealer shall present his motor vehicle operator's license or Social Security card, federal firearms license and seller's permit to the seller or transferor for inspection at the time of purchase or transfer. The Commissioner of Public Safety shall maintain a file of all certificates of transfer at his central office.

The folks at the SLFU have been reasonable about some of the silly things you are supposed to get, like the dealer's SSN, so if you fill in the dealer's FFL info (name of business, address, etc.) and the info on the firearm, you should be all set. They can supply you with the forms.

I would definitely keep the original Certificate of Possession and a copy of the transfer certificate. You never know what questions may crop up in the future and the ability to document your history with that rifle may come in very handy some day.

That certificate crap is for CT only, he can sell it to who ever he wants as long as they aren't in CT or plan on bringing it back here.
I'm also someone who is I treated to see what one of those things looks like.

It's a piece of crap white paper with model , serial number a state notary seal and your thumb print. Looks like a child made it.

I remember filling out my application. The wording on that form was quite insulting. 1st question was why do you own an assault weapon? Yea, lets harass honest gun owners while we are threatening them with jail time.

I sold mine to Sportsman Outpost a year or two later. I needed to call the public safety office (to get that form to transfer it) I was very pissed about the whole event. I recovered in time. Now I only shoot preban non Colt lowers. Fuck Ct.

OP, make a copy and staple it to the transfer form. That's what I did. Sad to say but we must dot our I's and cross out t's in this state. Don't give them any rope to hang you....

These are stamped on top of the signature with a 1 3/4" round, raised stamp.

Just called CT DPS and recorded the Detecives info and did agree that it can be sold out of state to an FFL dealer as long as I fill out the "Certificate of Transfer of Assault Weapons" form

They had a form which was filled out with attached receipts and fingerprints. After everything was submitted, I had to wait several weeks and then got this form in the mail. What is shown below is the finished product, my receipt for being a good little citizen, thumb print attached for good measure...

I distinctly remember that question being asked, and I responded "because it was a legal sale, at that time."

It came back and I was # 432. I was totally pissed because of the thousands of guns out there I was # 432?

That Colt Sporter had to go. I figured if there was a shooting in my town, they would harass me to make sure the gun shots didn't come from me. Clinton and Wicker days were tough on gun owners. It has improved somewhat but our freedoms are only a step away from what they were. We all must stay on top of these stupid bills being introduced or we will become England in a few short years....

I was without an AR15 for a short time. Then I went preban when that was a legal assured option. Like I said before, Fuck CT. They cost me money and undue aggravation which was not appreciated.

I gave the NRA around $500 that year to be a life member of the NRA. I've added more to become a Benefactor (highest level) life member, over time.

Hopefully I vented my anger in a positive way by giving it to the NRA.

below is also part of the transfer to Sportsman outpost ($800 sold) and my receipt when I purchased it new from the Meriden gun shop (6/5/1993 for $739.99). Check out the date. This gun was banned by name. (The law.... shall not be construed to limit the transfer or require the registration of an assault weapon as defined in subdivision (3) or (4) of subsection (a) of section 53-202a, provided such firearm was legally manufactured prior to September 13, 1994 )

By the way, that $739.99 was 2 weeks pay for me back then.



I built this to replace it. Mostly all Colt but the lower receiver. I prefer this later one because it doesn't have the HBAR barrel.

They wanted proof of ownership. Maybe you needed a notarized statement. I don't remember exactly, too long ago.

I also paid $500 to NRA to be a lifer back in the day, well I still get American Rifleman monthly

I'm very pissed off at the NRA as well. Specially back in the day when Sarah Brady and Gov. Weiker got together and passed our Assault Weapons bill.

WHERE WAS THE NRA, NOT HERE IN CT AT THAT TIME.

Can't complain, I retained several HK sear's that are registared and allow me to shoot select fire as well as, well let's just say i can't complain

Sure do love those faces...

Me too.

The thing back then was pistol shooters or hunters didn't care about the small group of assault weapon owners.

(you know, divide and conquer........)

Today the numbers of "tactical" gun owners have swelled. Hopefully the gun grabbers will have a harder time of banning stuff in the future. Time will tell.

Yup, thats why I've been saying that we need to go on the offensive and try to get some laws passed in the opposite direction and completely change the momentum.

Even liberal states have been easing on firearms laws recently. We should be able to also.

off topic some but what range do you belong to as i have a Vector V-51with a lot of 308 that's set up to be a sear hosts if you ever want something to run that in

off topic some but what range do you belong to as i have a Vector V-51with a lot of 308 that's set up to be a sear hosts if you ever want something to run that in


I belong to Metacon in Simsbury which is very C-3 friendy. Has your bolt carrier been welded to to full auto specs?
