Gents,

I have a good friend of mine who just moved to CT. He is looking at buying my mini 14 gb, which is a 1981 stainless. Whats the story––-can I do a private sale to him, or do I have to do a full transfer?

Send it to a Connecticut FFL- the feds say-so.

Ok––-whats the story then––does he have to apply for a lawful possesion permit for an Assault Weapon? What are the steps?

Just to clarify.... This is just a Mini-14 GB, right? Not the "F" version with a folding stock?

If it is a regular old stainless Mini-14, just do an FFL transfer like the Feds want you to. If he doesn't have a pistol permit or a hunting license he needs to wait 2 weeks.

Or, if he hasn't yet changed his state of residency and still has a residence in RI then he can buy from you while in RI

i thought you could do a ftf sale of long guns, without the need for a transfer or the use of an ffl here in ct.

Yes it is a full stocked stainless gb.

He has his LTC.

We can do a FTF sale, but it has to be one CT resident to another CT resident. The issue here is federal law, since you are a RI resident, and he is a CT resident it must go through an FFL.

Since it is a full stock mini-14 you are good to go as far as the CT AWB.

You should confirm that the GB is pre-ban (made before 1994). Perhaps they all are- I don't recall. The GBs have bayonet lugs and flash hiders, so a post-ban one would be an Evil Assault Weapon and non-importable into CT.
