You can own an SKS, or just about any other C&R firearm, whether you have a C&R license or not. The C&R license does in no way change what an individual may own. What do you want to know about in particular?
My sks has many evil features such as a bayonet and a grenade launcher. I was hoping that maybe C&R guns were OK.

If the rifle has a fixed magazine, it can have all the evil features you want it to have, regardless of date of manufacture.
If the rifle was made before 13 September 1994, it can have a detachable magazine and all of the features you want...(as long as it is not a named model or select fire- those require a COP, which unless you are coming here on PCS orders, you can not get. ).
C&R eligibility or possession of a C&R license has nothing (directly) to do with Connecticut legality.
Your SKS should be good to go here.

The prime reason you have a C&R is for the ability to purchase eligible firearms without going through an FFL and having the ability to buy those firearms from any of the 50 states. As in individual, interstate purchases require that you use an FFL in your state. Say I'm traveling cross country and find something I like in Georgia. All I have to do is whip out my C&R license along with my credit card (or cash) and walk out the door with it. That's how I purchase a lot of my collection over the years. I even had someone alert me to a rifle I was looking for in Washington State. Within minutes I called the shop where it was, transmitted my license and bought it, shipped to my door. It could not be easier.
Are there some firearms that you can only have if you have your C&R? I can't think of any off hand. Some Class 3 weapons are C&R but are still governed by BATFE and that pesky tax stamp. Still, it's worth holding as long as you're a player in the collectible firearms market. Your SKS, if it's anything by a Chinese one, is covered under C&R and I've purchased a lot of 'em from all over the place with the C&R.

There are a few states where only Federal Firearms Licensees (in some cases including C&R holders) may possess certain catagorical types of firearms, eg one or more types of class 3 firearms. Until not too long ago this was the case in MO. There are also states where there are exemptions to prohibitions on SBR and SBS possession if the firearm is a curio/relic (California, for example, comes to mind). Not the case in PA or CT, but it makes sense that he would ask if he thought that the rifle was prohibited/ regulated here.
