Class 3 dealers in NE
I talked to a guy here about a year ago about a lower or a SBR or something, but don't remember who. I'm looking to put a SBR together and would love to get recommendations on who to deal with in the state.
I'm south of York, so anything close that is not Exeter Arms will work for me.

What exactly are you trying to do? You don't need a Class III dealer for an SBR if you're doing it yourself. Simply fill out the paper work and mail to ATF. A few months later your stamp will be mailed to you. If you are buying an already registered lower then you would need the dealer.

Do I have to wait for the stamp to buy the barrel and upper? I guess I need to figure out how it all works.
-Get the lower that you want. Have lower engraved with your info. (I did this before mailing paperwork just in case something happened to the lower I wouldn't be out the cost of the stamp.) Mine is very discreet on the front of the mag well. No one ever notices it unless I point it out.
- Mail ATF paperwork.
-A few months later you'll get your stamp in the mail identifying your lower as a registered SBR.
-Buy upper parts (i.e. Barrel). Do this after you have your stamp so there is no confusion on anyone's behalf.

You can always find a lower that you like, send the Form 1 to the ATF to get your stamp, and send the lower off to be engraved with the manufacturer's (you) name and city/state. Then when your stamp gets here you have a legal SBR and can assemble the rest. You don't need a dealer for that. The only advantage to buying a SBR lower from a dealer is that you don't have to send the lower off to be engraved.
But, let's say you find a smoking deal on a barrel / upper before you get your stamp - just have them shipped to someone who doesn't have any AR lowers or already has an SBR. I'm doing that now for a friend. I already have a SBR stamp and he's waiting on his, so I'm keeping his barrel in my safe for now.
The NFA process is a major PITA and expensive but totally worth it. I just sent in for the stamps on a couple of suppressors to complement my .300 BLK and .22LR uppers for my SBR. It's an even worse addiction than BRD.

Are you making this SBR from a stripped lower? IE you're F1'ing a stripped lower, or has this lower already been used for other things?
If stripped, build it up as a pistol with the short upper that you want to use for your SBR. This will allow you to tinker around with it while you're waiting on your stamp. Just buy a pistol buffer tube and set it up that way.
If it's already been set up, disregard.
it was a stripped lower. since i don't like the looks or feel of AR pistols, i wasn't going to mess around with buying that stuff only for a temporary fix when my friend said he'd hold on to it for me for free.

Oh, one more thing: current wait time is 5-6 months from pending.
I've been pending on a F4 since 10/4 and will be shocked if I get my can back before St Patty's Day.
i sent my forms in the first week of Sept, so hopefully im close. and i don't really bother calling. it will come when it comes.
I have 2 stamps pending- Form 1 since Aug 19 & Form 4 since Aug 28th. Some other guys that were pending from early August are receiving theirs now, so shouldn't be much longer.
Btw, I assembled mine as a pistol to test it out. I don't have any use for AR pistols either, but makes the waiting a little easier.

Yes they are...I checked them out at the Hastings gun show last year(?), very nice lowers indeed.
