It was included in a trade deal back in the early or mid 2000's. I installed it on my M4gery and SBR. There is not enough slack to carry shouldered. It can be but most uncomfortably.

Good Evening. I had one just like that attached to an M249. I would put money on it that's the Vickers Combat Application sling, before it was patterned and received an NSN. I believe the newer update equivalent would be the link below. They changed the name slightly it seems. I hope this helps.
