Have a 20in rifle upper on a lower with a carbine  buffer tube.
It will fire eject the round but won’t pickup the next round.
When I put a lower with a rifle buffer tube on the upper it will function.  Except with steel case ammo.
So gas issue.
Would an adjustable gas block be the easiest way to fix?  
Any ideas?

Sounds under gassed.

I would try a lighter buffer spring and/or buffer, assuming you're using a standard weight carbine buffer now.

Its kind of boxing in that lower to that upper if you go that way though.

It sounds like the cyclic cycle is outrunning the magazine.

I'm presuming OP has tried different mags.

Just hit me, different lowers.  
Do other uppers act the same on that carb lower?
