California does have a 'Beat the cops' racing scene sort of thing. The Infineon Raceway does it, for example, though it is about an hour away from Sacramento. Basically anyone can take their car to the strip, and challenge anyone else, to include a few police departments with anything from Crown Vics through Camaros.

Because all they wan't to do is make money.  If saftey was a real concern, 4-point harnesses, roll cages, and big brakes would be mandatory on all cars.  Along with real drivers training, not "parallel parking training".

I think this is major bullshit that they don't have to test the exzaust and it's up to each officer they might think a stock 6.0 liter chevy is too loud.  and it's bullshit that cars cant be loud but harleys are okay and trains are loud as hell but those are fine.

I Guess the thing that bothers me is the fact that they received an "initial" $5M in federal money to start the program.

Yeah that's kinda screwed up too. Fed gives them $5mil to start a "program" (aka - something they were supposed to be doing all along), and the program turns into a giant shakedown of car owners, further lining their pockets.  Not one child will be saved, not one spotted owl will have better air to breath.

If they handed out inspection tickets where the owner had two weeks or so to return their cars to  whatever they decide is "normal", then I'd say it's a good idea. They could even allow two infractions, each requiring complete vehicle inspection within 2 weeks, and on the third strike, yank the tags and or driver's license. But that would never make it since the local govts wouldn't get any revenue out of it.

A couple of my coworkers went to those San Diego classess and afterwords were all fired up about it.  They quickly got over tit becuase its a pain in the ass to be taking digital photos and stuff as evidence for simple fix it ticket. Cops who chase bad guys dont want to spend an hour documenting a photographing "illegal" vehicle mods.

If you drive a "modded" car in cali simply carry the aftermarket parts CARB certification with your insurance and registration paperwork.

That said, many times I have pulled over a car packed with 5 bangers for modified exhaust, tinted windows, or other equipment violations. It's called a pretext stop and its perfectly legal.

I'm with you.  If I ran the zoo, those Harley's with drag pipes would be crushed on the spot.  Planes should have noise limits as well, in fact I think they do to some extent.  One of my first jobs out of college was in an adhesive factory and one of the main applications was for making these funky perforated panels for aircraft noise attenuation.

As a general rule, all machines should be made to be as quiet as practical.  Personally, the quietness of a machine is a primary selection criteria for me.  Unfortunately, it is not always possible to know how noisy something is.  I would support a law that requires machines that tend to be noisy be labeled with how noisy they are.  Leaf blowers already are, and manufactures compete at least partially on how low is their noise rating.

Agreed.  Paint you car a stupid color, put silly accessories on it.  Knock yourself out.   But it you modify it to cause more noise, or more pollution, or to make it more dangerous*,  then the people have a legitimate beef with you.


*By more dangerous, I don't mean more powerful, I mean really stupid stuff like shitty suspension mods that affect vehicle stabilty and control, over size wheels and tires that affect handling and exceed the design limits of the running gear (colleage of mine was killed by such a wheel that broke off, so it is not a theoretical danger).
