I think its an excellent idea, something he can use around the ranch. Now I dont think it has to be a High Speed model, but a modest well equipped m4 A3 would be well enough. I think it should be identical to the arfcom logo above. Need to get an Arfcom logo and Presidential seal lasered into it also. |

We have plenty of time one way or the other, then.
A personal presentation is what we'd hope for, of course. The Secret Service is paid to be paranoid, but I can see no reason why they would prevent a personal presentation from happening. Of course, they'd be present and would be very watchful of the rifle and the presenters, and would no doubt thoroughly inspect it. I'd hope they appreciated it! I must presume we are talking about nothing other than an AR. So what do you think? Flattop No Ban M4gery? As close to issue spec as the law allows? Or a modded A2 style? Either way, let's make sure that a bayonet can actually be mounted on it. That brings up a point....I think it should include a bayonet and that bayonet should bear commemorative markings as well. No doubt it wouldn't be that hard to get a bayonet laser etched. Let's reach a consensus on the general configuration first and then work out the details. I suggest that we choose between something in the M4 world or something in the A2 world, though now I think that an A4 would be the suitable 20" representative type, with its detachable carry handle on a 20" rifle. 16" or 20" is the first question. No gaudy markings on the rifle. Maybe just Custom Serial like POTUS43, and the SEBR logo. Bayonet properly engraved, since it will most likely be a wall hanger. My .02 |

But instead of a ceremony, pick a least favorite member of ARFCOM to make sure the rifle is unloaded, then find out where President Bush will be making a public appearence. Then have the unliked member run up real fast and present the gun to him. |

Let's clear up the legal issues regarding gifts right now, once and for all:
Foreign Official Gifts Even though heads of state have traditionally exchanged gifts as expressions of goodwill, the Constitution (Article I, Section 9) prohibits anyone in the US Government from receiving a personal gift from a foreign head of state without the consent of Congress. Today, the handling of gifts given by foreign officials to the President, or to anyone else in the Federal Government, is largely governed by the Foreign Gifts and Decorations Act of 1966 and further legislation passed in 1977. Congress has allowed Federal Government employees to retain any gift from a foreign government, as long as the total US retail value of the gifts presented at one occasion does not exceed an amount established by the General Services Administration (GSA). Foreign official gifts worth more than this "minimal value" are considered gifts to the people of the United States, which a recipient must purchase from GSA, at fair market value, in order to retain. Domestic Gifts Any gift not from a foreign government official is considered a domestic gift. Domestic gifts to the President and/or First Lady may be disposed of in any manner the President and First Lady wish. If they want to keep a domestic gift, they do not have to purchase it from the Government. YES, the President could keep anything we give him, if he wanted to. NO DOUBT ABOUT THAT.
