The military used to refuse anyone testing below an IQ of 85 as there was literally nothing that they could do to add effectiveness (not even cook). The question is whether they are lowering that standard (along with the BMI and physical standards) or whether they will simply accept a much higher percentage of 85's, which will still lower overall effectiveness even more.
