So, Madison was so "deranged" that he saw how the "Confederation of States" had been so terribly ineffective in the American Revolutionary War (to the point we would have lost independence without significant Military Aid from France & Financial support from the Dutch) that Madison believed a strong Federal system would better serve the nation but was so "Schizo" that he insisted on the Bill Of Rights to ensure the protection of the Citizens...

To be honest there is nothing in the Constitution that prohibits "Foreign Aid" sent or received) if legislation authorizing same is passed by Congress & signed by the Executive (President).

Can you show us the specific laws or SCOTUS case(s) that prohibits receipt or sending Foreign Aid to or from Allies?
