Only power anywhere is the cig lighter. if I plug my phone in, it's charging. All other electrical is dead. Battery reads 12.3 volts.

Any way to check the modules without towing this thing to a stealership?

When you say “Tests fine” do you mean with just a voltmeter?   That doesn’t tell you much.  

Always check the easy stuff first. Check starting with a known good battery, or at least a powerful battery pack or jumpstart.

unhook the battery completely, let it sit for a few minutes, then hook it up to a known good battery.

Just pulled it and it reads 12v out of the vehicle but 5 installed?

You need to try the car with a good battery.   A bad battery can suck in the electricity and prevent a jumpstart from working correctly.
