It’s no different than the MG amnesty.
The morons at ATF did not make a swift determination when braces came out. Dicked around and made numerous poor decisions in their public statements about specific types or definitions of how braces would be viewed in context to the rules.
They are attempting to clean up their mistake by allowing everyone that has them a grace period to come into compliance as they see it.
