I used to be a member of a militaria collecting forum for the purpose of doing research for a museum. Endless random posts that I had to sift through made me stop reading the forum after a few years, but I digress.

At least twice, if not at least three times, this topic came up on the forum, with many alleged witnesses to verify it. And I’m guessing there was some truth to it because the threads were almost always deleted rather quickly.

Someone posted about one of the devices appearing on eBay, with some very specific and desirable information printed on the equipment tag, and the thread disappeared before I could even look into what made that device so unique.

It’s my belief that if someone wanted more firsthand info, one could create accounts in such forums and join them to post the question. Monitor the thread you create closely in case it’s deleted quickly. One of us should try this, the results may be very interesting.

It’s an entertaining topic but IMHO it’s simply human psychology manifesting fears/images (boogie man).

If you’ve been out in the legit boonies on dark dark nights under nods where apex predators lurk, your brain and imagination can play tricks on you, and by making the phosphor red I can see that being a total mind fuck, lol

Hell, I’ve seen guys get spooked in places where there is 100% absolutely nothing dangerous lurking around.

Especially in the Vietnamese jungle with older NV tech images will be pretty blobby so the brain has a lot more “creative freedom”.

Not sure how big of gimmick, but "synthetic reproduction" Dicyanine dye glasses are sold at a site that only sells them.  

Might just be indigo optical filters and nothing special regarding spectral shifting, don't know.   The stuff is also what makes CD/DVD-RW drives writable but it fades after 50-100 years so DVD recorded are good for 75 years on the safe side.  Didn't realize the 'archival life' was that short.

The multi-spectral is using different sensors and then fusing results to the display.   Goggles like using Near Infrared like standard NV, and then sensors for thermal in the far IR range and overlaying the information from both sensors on the same display.    Similar can be done with Radio emissions and sky maps or radar and visual parking systems.   Just ways of taking useful information from other frequencies (spectra) and fusing them into a display that is friendly to human eye bandwidth using the correct encoding for colors to have the right meanings.   The other is allowing for both UV, near IR and Far IR overlaid on a visible display so UV can be used for calling out targets while still being invisible to unaided human eyes and things like that.

Same thing is done with our Air Force and Naval radars where All the returns from several different radar/communication bands all from several different systems (different ships and aircraft) and it's collated and allows the ships and planes like F-35 to have the "God's Eye" view of everything in the entire sphere around him with targets and ranges, and ability fo fire missiles at craft he cannot see with his own radar.   "Sensor Fusion' tends to cover it, but that covers a lot more insidious fusing data from your phone, devices and WiFi networks you are around, what you are watching on TV, how you drive, and all that gets put into your Profile, same thing, different version of 'spectra' being translated to information but sensor fusion is all the rage for AI correlation.

--ETA:    A typical "Passive" spectral shift material would be phosphors such as in fluorescent tubes and White LEDs and old TV sets.  When they're hit with RF energy, they emit light in a very specific wavelength.  In White LEDs, it's UV photons into the phosphor and Red/Green/Blue out, CRT phosphors it is beta radiation (electrons) in and white (Red, green, blue out) for color TV.

Those are all phosphorescent examples, but there are other materials that can double a wavelength to pump the frequency by integer amount (e.g. double the frequency, used in lasers).  I don't know if the cyanin has that property or not.  I know of no passives to make near IR into light visible to human  eyes without electronics and amplification in between.
