I think that's debris. There isn't anything deliberate about that motion that couldn't be from gasses coming off the spacecraft.

Lit with a strong light small specks will look big on camera, they could be closer to the camera than they appear.

The satellite is held onto the rocket with a big V-band, they release it with either an explosive bolt or a motorized double nut contraption, a spring then pushes the satellite away. Releasing that energy kicks up any dust or ice nearby, the explosive bolt is supposed to be contained, so it shouldn't create any debris.

It looks consistent with other daytime satellite deployments I've seen.
