I wonder if you switch to PID SSR controlled, preheat then let the PID flash the elements, if that would lessen the radiant heat.  My elements never turn orange once to temp. Also look at low cfm high temp blowers from Dayton.  You'll want to stay around 2 turns of the internal volume to not disturb the powder.

Unless there is some newer technology I’m not aware of,
Single phase SSRs SCRs play havoc on your homes electronics.

Too high of cfm on the blower may cause issues blowing on the uncured powder.   My oven is 35cuft, we went with a 70cfm blower to turn over the air twice.  Probably could have gone more as we added some louvers.  You can hardly tell it's blowing but the temps won't stay even top to bottom without it.
