If I were to purchase .223 online, does it have to be shipped to a ffl? I didn’t think it did but a recent order I tried to place I was informed it had to be shipped to a ffl.

Not by law.
It is that vendor's policy.
I tried to get some .22lr from Palmetto and they are not responding.

Ok I assumed it was a vendor policy because I have had ammo shipped to my home before. Thanks for confirming my assumption.

I'd call PSA and ask for the email address to send your FOID+State Id.

You place the order then send your FOID info to that address referring to the order number. You should get a email from them asking for it in any case.

I've ordered from them for years.
they have my FOID
When I log in and shows my address, it ends the order process.  Did the same for another IL person I know.
Same at Cabelas.
I e-mailed them early last week and they haven't responded.

I finally heard back from Palmetto:

PSA is closely monitoring the legal proceedings in Illinois and will update this policy as necessary.
These restrictions apply to the entire state of Illinois.
1.No Drop Ship Ammo
2.FOID Required for ammo purchases

The drop ship stipulation has been there a while, perhaps the ammo you wanted is one they drop ship?

I tested it by adding some PMC 5.56 to my cart and trying to order…,I got all the way to submit order without any issues.

I think you are right.  I tried the same thing and the site would have allowed the purchase.  I guess the drop ship part is the problem.  However, in the past, I had no issue ordering .22lr from them.

Best thing I could guess is they are worried that the company shipping wasn't actually the one that took/verified the persons foid card.

That sounds about right.  They want to make delivery to the address on the FOID.  In the past, I've had ammunition drop shipped if it came on a pallet and did not have any issues having it delivered to a friend's business address.  The past few years it's been difficult to do that.  In 2023 it was impossible.    

Unfortunately, the ammunition and firearm vendors are covering their butts due to draconian legislation in Illinois.  They are worried about the Illinois Attorney General prosecuting them.
