Is it Okay or NOT okay to buy parts online? The way I'm reading the law it seems like it's NOT okay.

Honestly IDK, but what I can tell you is good luck finding a parts supplier to ship EBR parts to IL.

Plenty of parts can be bought legally, certain ones can't, some forbidden parts may be possible if you are willing to take that legal risk.
