I read this to say that carrying concealed while traveling through IL is OK so long as you have a valid carry permit from any other state.  If you leave the car you need to lock it up.  

Am I reading this wrong?

Yes its correct. I'm not sure if the permit has to be from your home state or not.

You can not have a loaded mag for a pistol over 15 rounds.

Unlikely local or county would enforce but state might depending where you are.

IL people am I reading this right? Car carry with any valid permit?
