Don't bother calling the phone number, just click the link a little below the phone number and it will take you straight to Norton to enroll if you want to.  Depending on your browser you have to copy the offer code from the la.gov page, or it may auto populate.  Otherwise all you need is the audit number from you DL.  There's a link on the la.gov to tell you how to find your audit number, but honestly, if you can't take a look at your DL and see there's a 4 digit number under the word "AUDIT," then I doubt Lifelock is gonna be much help to you, since you're probably sending most of your paycheck to Pakistani phone scammers already anyway.
