A bit shocked when I saw this headline and LVMPD post:

Las Vegas detectives are looking for people who may have been instructed by a CCW instructor who was revoked.

Police said 50-year-old Nephi Oliva, who also uses the name Nephi Khaliki, is accused for fraudulently posing as an active CCW instructor in the state of Nevada. In a media release, police said he was revoked by the Nevada Sheriffs’ and Chiefs’ Association on Aug. 7 of last year.

Police said Oliva would provide paperwork signed by an active CCW instructor despite Oliva being the instructor of the class.

According to the Las Vegas Metropolitan Police Department, he was arrested on various felony charges to include:

Forgery
Fraud or Deceit in Course of Occupation
Use Personal Identifying Information of Another Person

saw that, made the news up  north too. what a fucking IDIOT, out of all things you can fake , you choose to fake being a ccw instructor. prob one of those assholes claiming to be a seal and blah blah blah, we had a guy in carson city like 10 years agoish that was doing that. forgot what happened to that guy.

Meh, the whole CCW training thing is a joke anyways.

28 Constitutional carry states, yet we suffer this BS from the sheriff and chiefs assn.

They aren't on our side.

He was acting as a white knight on this and needed the arrest.

He was our hero that killed pigeons, was a bounty hunter, trained Seals, opened contact gunfighting, trained thousands more, and revamped CCW instruction as you know it. He was suing the NVSCA and only arrested as an attack on his plans to throw out the entire CCW law.

He runs the largest CCW union in the US and wanted to run the Republican party in NV. A true hero taken down only as retribution for standing up for the people.

The more I think about the more odd it is. There's open cases involving robbers, burglars and murderers whose mug shots they could've thrown up on social media and LVMPD instead chooses to go after I guy who committed simple fraud? Hmm. He's got no criminal record otherwise from what I could find.

Could it be because he runs a fairly large CCW business and is an outspoken Conservative?

Sheriff Mcmahill has already raised eyebrows by violating state laws regarding wanting to incorporate red light cameras and photo radar cameras in Vegas.

Is he starting a war over CCW in NV now?

On March 5, 2024, LVMPD sergeant, Aaron Fink, lured Khaliki to police headquarters under the pretense of a "white flag" meeting to resolve their differences regarding CCW permitting in Clark County. Instead, they arrested him and charged him with forgery for allegedly participating in CCW instruction under his partner, Ray Walker's, certifications. What they didn't know was that Khaliki was laying a trap of his own.

Khaliki suspected foul play, but took a huge risk to get LVMPD to take their eye off the ball. While LVMPD was busy setting him up, Khaliki secured legal standing in a major law suit that promises to expand the freedoms of concealed carriers in Nevada. That lawsuit will be filed this week in District Court.

"What LVMPD did to set me up was chicken shit," said Khaliki, director of strategic operations for the Concealed Carriers Union and litigant in several lawsuits against LVMPD. "The hypocrisy of using good faith to lay a trap for someone is precisely what I'm fighting against. This is why people don't trust the police."

The irony is that Khaliki had just filed a civil lawsuit against the Nevada Sheriff's & Chief's Association for fraud, collusion, and misrepresentation. The lawsuit, filed in the Eighth Judicial District Court, is based on the NVSCA's unlawful use and representation of the Nevada State seal, an act prohibited by NRS 235.010 (7). Coupled with the NVSCA acting far beyond their statutory authority to create training standards, Khaliki argues that their actions constitute deceptive trade practices and fraud because the NVSCA is in no way a government agency.

Got this update in an email:

In January of 2023, there were 105,619 active CCW permits in Nevada (see RCCD website ).  By January of 2024, there were 105,454 active permits, a net LOSS of permits.  During the pandemic, we were estimating active permits to exceed 200,000 by early 2024.

With gun sales holding at record highs over the last several years, you would expect that CCW permits would run parallel to those sales, right?  So what can explain the fact that these lines are moving away from each other?

It's because the LVMPD and the Nevada Sheriff's & Chief's Association are working together to suppress and throttle down the number of CCW permits in Nevada.  This is not only your constitutional right, but Nevada is a "shall issue" state.  This is unacceptable and systematically violates the rights of thousands and thousands of citizens just like you.

On January 23, 2024, Nephi Khaliki filed the first of 3 lawsuits against the Nevada Sheriff's Association and LVMPD, alleging fraud, collusion, and invasion of privacy (see CCW Bulletin article ).  A few weeks later, LVMPD arrested Khaliki for--you guessed it--fraud.  

LVMPD claims that Khaliki's license to instruct CCW courses was revoked by the Nevada Sheriff's & Chief's Association.  This cannot be further from the truth.  In a recent court appearance, the Sheriff's Association admitted they did not have the authority (as a civilian organization) to revoke anyone's license and they denied they revoked Khaliki's license.  The last official communication from LVMPD to Khaliki was that he was reinstated as of June 2023 (see the full-story at LVMPD.co ).

The allegations LVMPD is making that suggest Khaliki was fraudulently teaching CCW courses is simply not true.  LVMPD tried to trick Khaliki into believing his license was revoked by the Sheriff's Association, but they do not have authority to revoke a "sheriff approved" instructor.  Only the sheriff can issue or revoke that license and the sheriff has never done that.

Now, LVMPD is campaigning to shut down Khaliki, his tens of thousands of students, and the growth of the Concealed Carriers Union.  When you look at the fact that Clark County loses more CCW's than it gains every year, you will understand that the issue LVMPD has with Khaliki is that he is organizing mass numbers of CCW permittees, something that goes against their clear agenda to suppress those permits.

Nephi Khaliki will not back down and he will not stop fighting for the rights we all have to protect ourselves and our families.  In fact, Nephi Khaliki has secured the primary election for State Assembly District 6 and will be in the general election in November.  From the State Legislature, he has sworn to deal with the illegitimate Sheriff's Association and anyone else attempting to suppress the rights of citizens like you.
