Rep. Gilchrest's bill HB 5317 which proposes: "To require a study concerning the funding for and effectiveness of the community gun violence intervention and prevention program." has received a "joint favorable" from the Joint Committee on Public Health committee today. This means this bill is likely to move out of the committee for floor votes.

This bill very likely will end up laying the potential groundwork for justifying an ammo tax or other firearm related taxes as the way to fund those "programs".

Raised H.B. No. 5317 AN ACT REQUIRING A STUDY CONCERNING THE FUNDING FOR AND EFFECTIVENESS OF THE COMMUNITY GUN VIOLENCE INTERVENTION AND PREVENTION PROGRAM.

Raised Bill (doc)

Statement of Purpose:

To require a study concerning the funding for and effectiveness of the community gun violence intervention and prevention program.

Section 1. (Effective from passage) The Commissioners of Public Health and Revenue Services and the Secretary of the Office of Policy and Management shall jointly study the sustainability of funding for the community gun violence intervention and prevention program established pursuant to section 19a-112i of the general statutes and the effectiveness of such program in preventing and otherwise reducing gun violence in the state. Such study shall include, but need not be limited to, an examination of the potential sources of funding for such program. Not later than January 1, 2025, the commissioners and secretary shall jointly report, in accordance with the provisions of section 11-4a of the general statutes, to the joint standing committees of the General Assembly having cognizance of matters relating to public health and appropriations and the budgets of state agencies regarding the outcome of the study.
