forgive my ignorance but i havent sold a gun privately since the laws changed but a neighbor of mine was asking to sell a handgun of her deceased husband to someone with a permit, which i said that i believe it has to through a FFL now, true? form Dc 450 also?  thanks

Yes, you must bring it to a dealer to complete the transaction.

Similar question asked in this sub about 15 days ago further down on the first page: Private Handgun Sale question

All private sales now must go through an FFL who makes the sales authorization/background check all. Depending on the FFL they may take the gun onto their books in the process. You would end up filling out all the required paperwork while at that FFL since some of the paperwork requires the sales authorization number.

Effective 9/11/2023, SLFU will no longer facilitate the private sale of a firearm between two individuals. The State statute for a firearm sale requires a query of the FBI-NICS system, which is not authorized by the FBI unless an FFL is involved. In order to satisfy the state law and the federal regulation, every private citizen sale to another private person must be facilitated through an FFL.
