David,
I apologize for the troubles with that shipment, but your post does not fully explain the situation.
On April 22nd you contacted us about the shipping notification not updating. In many cases, at least a few times a week USPS fails to scan in the tracking number. It will show as Pre-Shipment and never update, even when it arrives at the customers address. There's nothing we can do about this, as it's a failure by a USPS employee. For both parties, we have no idea where this package is and getting a response from USPS is like pulling teeth.
We explained that it was most likely an issue with their tracking system not updating. In nearly every case, it does arrive. We asked you contact the local post office (as that has proven to be the most effective method- albeit still not great) and give it a few more days. We also said if it doesn't show up, we'll file a missing package claim.
What was omitted was the subsequent emails. A few days later you stated that it was still missing. At that point we called the national USPS office and filed a claim. We also stated if we did not get any resolution in 3 days, we would send you a new item. Since no resolution was offered, we re-sent an item.
Unfortunately when this happens, there's very little either party can do. If it physically leaves here and USPS does not log in the tracking number, you can put a bit of pressure on them... but ultimately it comes down to them either delivering it and not updating the tracking number, or them just flat out losing it.
We can't govern what USPS does, however when you had stated the package never arrived we sent another item in good faith that it indeed was lost by USPS.
I'm not sure what we could have better done to resolve the issues. It certainly is frustrating the first package never arrived, but again it was a situation out of our control and we sent a new item to ensure it was received on your end.
