This is a pretty good optic for the price, it plays well above its price, I have both the first version of this called a nomad as well as a gen 2 razor 27-60-85, the razor is better but not until you get out past a 600 yards or so...Clarity is pretty dang good for a cheap spotting scope...
I had the chance to compare my first gen Vortex Diamondback to a second gen Vortex Razor for hits on steel at 1575 yards on Sunday. The Razor was of course better but not $1430 dollars better. I could see the hits just fine with the cheaper scope.
Hence I would go with a gen 2 Vortex Diamondback for OP's budget.

Hey OP, I bought a Gen 1 Vortex Razor from here and really like it. I know it's a little over what you want to pay but just an FYI. They do also run it on sale for $699 occasionally.
I have a old Bushnell Space Master 25 power and a Jim Owens spotting scope stand I'm selling, in OP's price range. The scope is made in Japan, optics are very good. Shoot me a message if interested.
