Based on its positioning in the second photo Id say it is definitely AK related.

Old light maybe? Are there any bits that look like terminals or attachment points?
It does look a bit like an explosive fuse to my non-eod eyes. Or maybe an old binary flare?

well, it looks like a binary solution of some kind. incendiary or explosive seems to be the only two options for an arrow that I could think of that would be useful in that quantity, which it looks like that is (arrow) because of the tip.?
what's on the end closest to the glass bit? |

Incendiary submunition.
Bulb contains strong oxidizer and hydrocarbon. Brass tube contains thermite. Disbursed in air, the partition breaks when the tube digs into the target and the outer glass holds the reactants in place long enough to ignite the thermite below. How's my guess? |

the solid might be picric acid and the liquid sulfuric acid, when mixed they ignite. it then ignited the substance in the rod, could be a self igniting fuse or incendiary device.

Do the rods unscrew from the bulb or each other? There are visible threads in the bulb.

Looks almost like a home made leveler type gizmo. Instead of a plumb bob on a string, you have a bubble on a rod? Looks neat, that's for sure.

Is that bulb glass?
Based on the interior scratches it looks like plexiglass. Is that a bubble in the material or is it filled with liquid? Are those grooves in the brass rod or threaded segments? What does the pointy end look like close up? |

You'd better be careful with that. That powder could be smallpox or anthrax spores or who knows what. |

My dad's business had a huge (but not walk in) safe. If you tried to force it open there were devices like that (but not exactly) that would break and release a teargas kind of smoke.

Voodoo wand. One side of the bulb contains demon powder and the other contains the blood of a saint.

Get on the top of a building with a long pipe and drop that sucker bulb first to see if there is a detonation and if the brass rod turns into a missile. Although that thing might be old and have some sort of collector value so never mind my suggestion.
