College can refer to a stand alone institution of learning that does not offer graduate degrees (or in many cases, bachelors) or a subdivision of an institution of research and learning.
Examples: Bumfuck Community College (implies 2 year degrees) Bumfuck College (implies 4 year degrees) The College of Bullshit at Bumfuck university (implies research is done there, and that there is a graduate program). This is not fool proof. Some states have public universities with separate college that don't give out graduate degrees. |

In my usage, universities and 2yr schools are both colleges, but 2yr colleges are definitely not universities. In America we don't say "my son is going off to university" we always say college, even though we mean a 4 year university. However, in the UK they say university (or "uni").

I've always used "College" for both community colleges as well as universities.

For the average person it applies to both 2 yr. and 4yr. institutions. In the education arena it could be a 2yr. College or a College within a University. Those Universities would normally have Graduate programs.
