That means you would have to straight up close 99% of all fedgov offices, fire almost as many of the workers, and repudiate almost 100% of their laws. The states are in a life and death fight over who controls the fedgov because the fedgov controls far too much at the local level. That's all you have to do to fix it. So you can find a way to force that to happen, your can isolate the beast and let it die and punsh it when it lashes out in it's extinction burst of anger.
