If conscripted to go to the border meant using the same tactics as used in Ukraine...no one would need to be conscripted. You'd have plenty of volunteers if they were actually defending the border...no one wants to go 'defend' the border by handing out space blankets and goodie bags.

The border situation is not the same as Ukraine.
