Between those two choices I would probably go with the 12"  There are also plenty of other rails in between those two lengths.  The only benefit to a 15" rail would be longer sight radius.  I can only think of one 15" rail off the top of my head.

Here is a great pic from LaRue that shows how a few different rails look on different barrel lengths.

I could be wrong but your hand might take a beating grabbing out to 15" on a 16" barrel. Especially with a muzzle brake.

You might want to consider weight as well.  The more rail the more weight.

Here is a 15" Troy extreme on a 16" Colt lightweight barrel with a PWS break. I put Troy sights on it with an Eoteck 2.0 and an AFG almost at the end. I can't believe how light this rail is. It's quite a bit lighter than my Troy 13" TRX rail, or my 12" Omega X FSP. I'm thouroghly happy with it but I may have to do some tweaking my AFG  placement to find a happy medium between comfort and control. While I like it all the way out on the end and have unriveled control on my barrel your arm can get tired. So I may move it back a little. I still wouldn't drop it to a 13" rail because I have more room for my light and my sighting radius is longer. I really love this rail setup and may change all my guns over to this rail.

12" rail on a 16" barrel is the way to go. It looks good and has lots of space. On a 16" barrel I wouldn't go more than 13" or so.

I will agree as a previous poster put, the Troy TRX rails are CRAZY light, it is wild. They are solid nice rails too.

You'll find quite a few pics of 12" rails on 16" barrels in the Dissy thread.  I would also check out the 3 gun forum for longer rails in the 14-15" range.

My buddy got his here I think:  Troy 15" TRX
I would contact superior defense solutions, "GuySDS" on here. They carry Vtac extreme (made by Troy) and Troy rails. Their V-Tac rails are all on sale, they didn't have the 15s in when we did my friend's rifle, but they had great prices. He may be able to get you one. Lots of places were out of stock on them. ther is a guy on ebay that sells them too, he has a good reputation and sells lots of Troy,Vtac, DD parts and is US based. I have never ordered from him, but we researched him trying to complete the build.

A poster above said to consider weight.  That's the dang truth, my rig weighs 9 lbs even without a magfull of ammo.  It's something to definetly consider.

I got my 15" Troy Extreme for AR-15 Tactical for $169. Heck the 11" rails are more than that at most places but he sells his cheaper for like $159 and 13" for $159 I think. Great deal on Troy sights too, I think $82 for FDE and $89 for black.

12" LaRue on a 16" Noveske middy.  IMHO I would not want a handguard as long as 15"...just unnecessary weight in my eyes.  12" or 13" is perfect.  I can make do with an 11" as well.

It's all relative to who you are and what your doing with the rifle.  The extra long rails are popular in 3gun right now becuase they cover more of the barrel.  This means when your using a barrakade for support there is less chance of the barrel contacting it and throwing off your point of impact.  For tall guys that shoot support arm forward it also gives more space for a comfortable grip.  I'm 6'3 and with a 12" rail my hand/fingers tend to migrate past the end of the tube and onto the barrel (ouch).

PK firearms has the 15" TRX Extreme in stock.

I bought their Sabre Defense upper with one mounted and I like it, just don't get overzealous with the allen wrench, you will strip out the add on rails.
