It looks sort of like the Brugger & Thomet rail shown below, but the B&T rail has six square holes along the top of the rail, not the seven shown in the picture above. The B&T also has some exposed screws that the top picture doesn't appear to have. 
Basically, I'm hoping it's something that's cheaper than the B&T. |

Interesting rail system (and a very nice light system) on a otherwise weird setup....whats up w/ the bipod?

No idea what's with the bipod. I found the picture on a Gunbroker auction. I asked the seller if he'd mind telling me what rail it is but he won't give up the info.

Aahhh, it is a B&T rail. It looks like it's a newer revision than the picture I posted above that I got from DS Arms' website.
