That's because it has Type 13 webbing sewn on it for attaching your lowering line and attaching straps.
You're basically hauling your H-harness around with you everywhere once you've landed, adding weight (especially if it's raining). It's not necessarily adding to structural strength.

I've put a shitload of miles on the one that was given to me. After I removed a few things it's down to about 7lbs empty. One of my most comfortable packs and it is tough as shit. Has like 10 repairs and they're holding fine.
