Given the Geographical Location of New Orleans..it makes more sense to rebuild the city like Venice, Italy. Put in more canals for boats to be used as transportation with raised walkways and foot bridges.
Imagine a waterway next to the Super Dome. Residents and Tourists can take motorized boats or Gondolas done such waterways to various shops and centers..  Orleans is below sea level and still filling...  |

Replacing many of the streets with Canals would improve the city's ability to handle flooding..

Given the amount of water...in this area..a rebuilt New Orleans with Canals makes sense.

I've got a better idea for rebuilding.......... don't do it
 That area should never had been built on in the first place. We would be real dumbasses to do it again...

A cheaper no nonsense idea would just be to bulldoze it over and start over somewhere else on higher ground

When they built on it they didn't know that it was going to sink. It used to be above sea level, albeit only a little. |
