With improvements it has potential. UAV's have a real future in civilian applications including LE. Add high intensity lights, night vision, thermal imaging and video. Take an improved R.C. helo and a Cop could sit in an office and provide air assistance to ground units in pursuits and searches at a fraction of the cost of a real helo. A train derails and may be toxic? No problem, send in a sensor equipped UAV to inspect and analyze the scene. A logical step is armed UAV's. Imagine them with recoil compensation and laser guidance/aiming/stabilization systems. They could go where no sniper is able to go.

With technological advances, they would be quite practical.
